A few months into her role as a case manager at FamiliesFirst Network, Rubi Fournier-De Jesus encountered a case that would shape her professional journey for the next several years. A mother faced challenges related to substance use and living conditions, presenting significant obstacles right from the start. The mother’s initial response was one of uncooperativeness and distrust, shaped by her previous experiences with child welfare services.

Despite this initial resistance, Rubi noticed a deep bond and warmth in the mother’s interactions with her children. This glimpse of the mother’s softer side provided a foundation upon which Rubi could build. Over the years, she poured significant effort into supporting the mother, navigating a relationship marked by both resistance and occasional moments of trust.

A critical turning point in this journey occurred when the mother had another child, who was temporarily placed in care. This event had a profound impact on the mother, who expressed her grief and determination to reunite with her child. Her resolve led to a remarkable change. Within a few months, she achieved reunification with her baby. Encouraged by this success, the mother continued to work diligently over the following years to regain custody of her other children.

Since then, Rubi has been promoted to serve as case management unit manager for FamiliesFirst Network in Escambia County. Over the years, Rubi and the mother maintained regular contact. The mother often shared her achievements and progress, from promotions at work to successfully welcoming another baby into the world – this time without needing child welfare support. Her journey is a testament to the possibility of lasting change and underscores the importance of persistence and belief in a parent’s ability to improve their situation.

“I love her story because it is a testament that it is truly never too late to make lasting change,” said Rubi. “Never giving up on our parents makes a huge difference in what the results can look like. From day one, I saw her potential, and I never gave up on her rising to that potential. I always knew that she could, and when she did – it was just the best day ever.”
